Legal expert Lucia Bugana told eNCA reporters the rule is not new and has long formed part of the Maintenance Act, though public awareness has been limited.
The NPA says any family member may apply for support if they can show genuine need and the relative from whom maintenance is sought can reasonably afford to pay (TheWitness).
Applicants must bring proof of identity, income and monthly expenses to their local Maintenance Court so a magistrate can weigh need against affordability and set a reasonable amount.
The announcement has stirred reaction online, where readers mixed disbelief with humour.

For vulnerable people with no other recourse, the measure can offer practical relief.
Anyone considering an application should seek advice from a maintenance prosecutor or legal aid clinic before filing papers.
