Suspended Deputy National Police Commissioner Lieutenant-General Shadrack Sibiya is set to face an internal South African Police Service (SAPS) disciplinary hearing on 5 October 2026, with the proceedings linked to allegations arising from the Madlanga Commission of Inquiry.

SAPS confirmed that Shadrack was formally served with notice of the disciplinary hearing while he was being held at the Randburg Magistrate’s Court during his bail proceedings on Tuesday, 29 September 2026, eNCA reported.
Shadrack Sibiya’s disciplinary hearing set
SAPS spokesperson Brigadier Athlenda Mathe confirmed the scheduled hearing date. The official said the proceedings would go ahead regardless of whether Shadrack is released on bail or remains in custody.
“If he is still in custody, we will then organise with Correctional Services for the hearing to sit down at Kgosi Mampuru,” Athlenda said, according to reports.
The disciplinary matter is separate from the criminal case Shadrack is currently facing in the Randburg Magistrate’s Court.

Linked to Madlanga Commission allegations
The disciplinary proceedings stem from allegations that emerged during the Madlanga Commission, which has been investigating allegations of corruption, criminality and interference within the criminal justice system.
The Presidency previously confirmed that the Commission had recommended disciplinary proceedings against Shadrack, as well as an immediate investigation into possible criminal conduct.
Among the matters raised during the inquiry were allegations concerning Shadrack’s relationships with individuals accused of having links to organised crime.
Shadrack has previously denied wrongdoing and disputed allegations made against him during the Commission’s proceedings.
Criminal case separate from disciplinary matter
The disciplinary hearing comes as Shadrack also faces five criminal charges, including rape, human trafficking and sexual-grooming-related charges.
He appeared in the Randburg Magistrate’s Court on Tuesday as part of his bail application. Shadrack has denied the allegations and indicated that he intends to plead not guilty. His bail proceedings were postponed to Thursday, 1 October 2026.
According to IOL, Shadrack has also argued that remaining in custody could affect his ability to prepare for and participate in his upcoming disciplinary proceedings.
The outcome of the bail application is therefore being closely watched ahead of the 5 October 2026 disciplinary hearing.
