Johannesburg raid detains dozens of undocumented workers at construction site

A high-profile multi-disciplinary operation in Johannesburg ended in chaotic scenes this week after law enforcement and government officials raided a major commercial construction site in Riversand.

The blitz, led by City of Johannesburg Executive Mayor Dada Morero alongside Deputy Minister of Employment and Labour Jomo Sibiya, resulted in the detention of dozens of undocumented foreign nationals.

The joint operation, comprising teams from the Department of Employment and Labour, Home Affairs, and the Johannesburg Metropolitan Police Department (JMPD), formed part of an intensified crackdown on non-compliant businesses across Gauteng.

Workers scramble as authorities arrive

The inspection at the Century Property Development site took an abrupt turn the moment law enforcement vehicles pulled up. According to video footage shared by Mayor Morero and local media, hundreds of labourers darted in multiple directions, with several workers scaling perimeter fences and jumping over walls to evade officials.

Despite the sheer volume of workers who managed to flee, authorities detained between 32 and 41 undocumented individuals on-site.

Officials noted that the chaotic reaction highlights the scale of illegal employment practices currently occurring within the local construction sector. The Riversand raid follows a similar crackdown in nearby Sunninghill just days prior, where around 80 undocumented workers were detained during a comparable site inspection.

Focus shifts to non-compliant employers and sub-contractors

While the blitz aimed to enforce basic immigration and labour standards, it has also reignited intense public debate over who bears primary responsibility for unlawful hiring practices.

On X (formerly Twitter), commentators quickly reacted to footage of the operation. Prominent social media figures and everyday users pointed out that targeting undocumented labourers alone fails to address the root of the problem, with popular posts demanding that authorities “arrest the contractor!!!”

Labour inspectors confirmed that the broader objective of the joint task force is to clamp down on sub-contractors who exploit undocumented workers to bypass minimum wage laws, occupational health and safety regulations, and Unemployment Insurance Fund (UIF) contributions.

Authorities emphasised that employers who knowingly hire undocumented staff to undercut local labour costs will face legal consequences and fines.

Balancing enforcement and local employment opportunities

With South Africa continuing to grapple with elevated unemployment rates, government officials maintained that enforcing strict compliance across high-growth sectors like construction is critical for safeguarding jobs for South African citizens and legal residents.

Mayor Morero issued a direct call to business owners across Joburg to stop hiring undocumented workers and align their operations with national labour frameworks. Authorities have confirmed that similar unannounced joint inspections will continue across various commercial and residential development hubs in the coming weeks.
