As part of their overarching “Victory or Death” campaign strategy, the red berets are combining aggressive party agent training with high-visibility community outreach to consolidate their grassroots influence.
Internal mobilisation and candidate deployment
To ensure strict oversight at polling stations, key regional leaders, including Nkululeko Dunga and Moshe Koma in Gauteng, are leading intensive training workshops for party agents. Simultaneously, high-profile mayoral candidates are directly engaging voters across key metros:

- Johannesburg: Mayoral hopeful Dr Tlaleng Mofokeng has been leading door-to-door drives and community discussions targeting municipal service delivery breakdowns and local accountability.
- Ekurhuleni: Nthabiseng Tshivhenga is hosting targeted dialogues across local hostels, churches, and televised SABC debates to present the party’s urban governance plans.

A human-interest moment captured media attention in the Eastern Cape, where regional coordinator Bathandwa Kalimashe earned widespread praise for graduating with a Bachelor of Arts from UNISA while balancing demanding full-time campaign responsibilities.
Core manifesto and voter dynamics

The EFF’s local election manifesto centres on four key policy pillars:
- Insourcing of service workers: Ending private tenders for security, cleaning, and basic municipal functions.
- Free basic services: Expanding free water, sanitation, and electricity allocations for indigent households.
- Youth job creation: Establishing municipal youth employment initiatives directly tied to infrastructure maintenance.
- Urban land redistribution: Expropriating strategically located municipal land for informal settlement formalisation and social housing.
Despite the EFF’s widespread billboard presence bearing the tagline “Victory or Death,” analysts note that the political field remains highly competitive, with disillusioned voters weighing options among established parties, the EFF, and emerging challenger groups like ActionSA.
