Suspended National Coloured Congress (NCC) MP Fadiel Adams has returned to the Madlanga Commission of Inquiry today, 19 August 2026, where he is expected to face renewed questioning about allegations involving senior Crime Intelligence officials and his controversial Section 27 complaint.

Adams’ appearance comes after his testimony was postponed last week when the commission raised concerns about the late submission of his witness statement and supporting documents.
The focus is on a report Adams submitted to the Investigating Directorate Against Corruption (IDAC), which became a key part of an investigation involving Crime Intelligence head Lieutenant-General Dumisani Khumalo and other senior officials.
According to EWN, in 2024, Adams, armed with what he said were confidential reports, opened six criminal cases between Cape Town and Soweto against Khumalo and his colleagues, accusing them of misconduct. His report was among the factors that sparked the IDAC’s arrests over the appointment of Brigadier Dineo Mokwele.
Section 27 complaint under scrutiny
Adams’ evidence is significant because his complaint helped set in motion the IDAC investigation.
The commission has, however, scrutinised whether IDAC had the legal mandate to investigate the complaint and whether the referral contained sufficient grounds to justify the investigation.
During earlier hearings, senior IDAC officials conceded that there were questions around the directorate’s jurisdiction in the matter.
The commission’s own case summary identifies Adams as the complainant who laid the complaints and signed the Section 27 referral affidavit that led to the IDAC investigation. It also records that commissioners questioned whether his founding affidavit contained an allegation of corruption.

What’s expected today
Adams is currently being questioned about his allegations against Crime Intelligence officials, the origins of his Section 27 complaint, his dealings with investigators, and the information that informed the criminal cases he opened.
The commission is also examining the circumstances surrounding the IDAC investigation, including allegations that the directorate acted outside its mandate and questions about the evidence underpinning the case against Khumalo and his co-accused.
The inquiry’s proceedings are therefore likely to place Adams at the centre of one of its most closely watched strands: whether the investigation into Crime Intelligence was properly initiated and conducted, and whether the allegations that triggered it were adequately supported.
Adams’ evidence could provide the commission with his account of how the allegations originated and how his complaint progressed from criminal cases he had opened to the IDAC investigation, which became a major focus of the Madlanga Commission.
