Barbara Creecy orders SANRAL contract probe following viral restaurant outburst

Transport Minister Barbara Creecy has officially instructed the South African National Roads Agency Limited (SANRAL) to launch an urgent review into multi-million rand infrastructure contracts awarded to Moriel Infrastructure Group.

The directive follows a viral video showing a high-profile businessman involved in a heated public altercation at a local restaurant, which subsequently exposed his direct corporate ties to SANRAL’s tender recipients.

Viral outburst triggers high-level tender scrutiny

The controversy erupted after social media footage captured the businessman allegedly threatening women and boasting during a public argument, prompting swift public investigation into his business interests in South Africa.

Intelligence and public disclosures quickly linked him to Moriel Infrastructure Group, a firm that secured major state development projects, including a massive R107.5 million SANRAL contract awarded in 2024.

Following the widespread public outcry and a formal intimidation case opened with the South African Police Service (SAPS), Moriel Infrastructure Group removed the businessman as a company director. However, the allegations that a foreign national held key leadership in a major state-funded construction contract sparked immediate calls for government intervention.

Minister Creecy’s order for a comprehensive audit brings SANRAL’s tender evaluation procedures under intense parliamentary and public scrutiny.

Political figures and civil society leaders have raised sharp questions regarding how foreign nationals and affiliated entities qualify for lucrative state tenders designed primarily to empower historically disadvantaged South Africans under Broad-Based Black Economic Empowerment (B-BBEE) frameworks.

While legal scholars and trade analysts note that state contracts legally go to fully qualifying corporate entities that meet technical specifications, critics argue that corporate restructuring and policy loopholes are being exploited to bypass local empowerment mandates.

The investigation marks a critical moment for the Department of Transport as it seeks to restore public confidence in state infrastructure spending.

SANRAL, which oversees billions of rands in national road construction and maintenance, faces mounting pressure to enforce strict compliance audits across all active tenders. As the review proceeds, the outcome will serve as a key test for government oversight, legal transparency, and the protection of South Africa’s economic transformation policies.
